Governance

EMBARK and its various partners run the day-to-day under leadership of the Administrator and is governed by the Central Oklahoma Transportation & Parking Authority (COTPA) Board of Trustees. This page is a summary of laws and policies influencing our organizational governance.

What is a Trust?

A Trust is a legal entity separate from and created by a municipality to serve a particular public benefit.

Established in February 1966, The Central Oklahoma Transportation and Parking Authority (COTPA) is a public trust administered by the City of Oklahoma City, is responsible for providing downtown parking alternatives and safe, efficient and convenient public transportation to the citizens of the greater Oklahoma City metropolitan area.

The purpose of this Authority is to plan, establish, improve, finance, maintain, expand, operate, and regulate the public transportation and parking systems within metropolitan Oklahoma City.
